What if: all windows were on pivots, and window cleaners could just spin them around so they clean both the inside and outside without having to go anywhere?

Some windows do have mechanisms like that, although the pivot is generally at the bottom of the pane, with locks that must be released from the top. Like so:

Or, still fairly common but a bit less so, center pivots. You can’t tell because the picture is cut off, but with these you raise the window about 6 inches, then apply enough force to the bottom sash to push the entire pane out of the frame:

A lot of windows can be flipped in so you can clean the outside from the inside
